Egypt's chief prosecutor has issued an arrest warrant for the country’s top Sunni cleric Sheikh Yusuf al-Qaradawi, reports say.

The Qatar-based cleric is accused of inciting the killing of Egyptian security forces and meddling in the country’s affairs.

Qaradawi has been a major critic of the country’s army following the ouster of Egypt’s first democratically elected president, Mohamed Morsi, in July.

BREAKING: House Speaker Boehner Speaks After ObamaCare Voted Defunded

WASHINGTON — The House voted 230-189 along party lines Friday to approve a stopgap spending bill to fund the federal government through mid-December, but it is facing certain defeat in the Senate because it includes language aiming to dismantle President Obama's health care law.

Without a stopgap spending bill, the federal government will feel the effects of a shutdown when the fiscal year ends on Sept. 30. The bill extends the current rate of government spending at $986 billion a year.

House Republicans attached a provision to defund the Affordable Care Act, a consistent target of congressional Republicans. However, the provision has no chance of approval in the Democratic-controlled Senate and it faces a veto threat from Obama.

Next week, the Senate is expected to begin debate on the spending bill, where Senate Majority Leader Harry Reid, D-Nev., will strip out the health care language and send a bill back to the House that simply extends current spending.

If the Senate runs out the clock on the time for debate, the vote could come as late as next weekend, giving House GOP leaders less than 48 hours to respond.

House Speaker John Boehner, R-Ohio, has not committed to allowing a vote on a spending bill that does not address the health care law. House Republicans will then have three options: reject it, pass it or amend it and send it back to the Senate again.

The effects of a shutdown would not be immediately felt by most Americans. Essential government programs such as air traffic control, Social Security, Medicare and mail delivery would all continue, but national parks and museums would be closed, and agency operations would slow down or stop. The White House and the U.S. Congress would continue to operate as well.

But the political risks are great. The last time the government shut down was during the Clinton administration in a budget battle against Republicans led by then-speaker Newt Gingrich, R-Ga., which resulted in a public backlash against the GOP.

Boehner has said Republicans are not seeking a government shutdown, but eye it as an opportunity to start a broader offensive against the health care law. Republicans are also seeking to delay the implementation of the law for one year in exchange for raising the debt ceiling, the nation's borrowing limit.

John in Wilmington, North Carolina, reported on heavy chemtrail activity in his area. "We seem to be getting hammered... all day, every day and it's been going on for months," he said, lamenting how the famous North Carolina blue sky has turned into a baby blue/milky white color. John also pondered the possible composition of these airborne trails. John B. interjected with his own story of witnessing chemtrail activity over Pasadena, California, and finding "white goo" on his windshield that was difficult to clean.
Lynn described seeing chemtrail patterns in the skies above Orange County, California, and suggested the aerial phenomenon was somehow connected to the unusual heat wave that hit her region as well as the massive flooding in Colorado. The chemtrail conversation continued with Barry in South Carolina, who recalled watching "a stream of chemicals or some kind of fluid" coming out of the back of a plane he saw flying overhead. The stream was coming from the back of the plane, not out of the engines, he remembered. Barry said he observed a strange film on his home's decking afterward and would be collecting samples for testing.
Scott told John B. about chemtrail spraying his family has witnessed over the Missouri Ozarks for the past two years. According to Scott, whenever heavy chemtrail patterns appear in the sky it rains within 36 hours. He said the town in this area, Warrensburg, has experienced greater weather extremes than any other U.S. city. An earthquake measuring 5.3 on the Richter scale has been recorded near the crippled Fukushima nuclear plant. There are no reports of damage to destroyed facilities and no spike in radiation levels in the area.
The earthquake took place at 17:25 GMT, according to United States Geological Service (USGS) which measured the quake at 5.3. The Japan Meteorological Agency, however,  put the quake at magnitude 5.8.

Power grid vulnerabilities are finally garnering some attention by government officials.

An electrical grid joint drill simulation is being planned in the United States, Canada and Mexico. Thousands of utility workers, FBI agents, anti-terrorism experts, governmental agencies, and more than 150 private businesses are involved in the November power grid drill.

The downed power grid simulation will reportedly focus on both physical and cyber attacks. The antiquated electrical system in the United States has been one of the most neglected pieces of integral infrastructure.

In the unlikely event of an EMP attack, it seems that nearly everyone from former DHS director, Janet Napolitano to former CIA director, James Woolsey have discussed the possibility of a grid take down through an EMP attack.

Further, the Nuclear Energy Regulatory Commission in their,NERC PowerPoint presentation, stated that one of the possible outcomes of an attack will be a "prolonged blackout..."

If an adversary lands a knockout blow, [experts] fear, it could black out vast areas of the continent for weeks; interrupt supplies of water, gasoline, diesel fuel and fresh food; shut down communications; and create disruptions of a scale that was only hinted at by Hurricane Sandy and the attacks of Sept. 11," The Times said.

If the power grid fails, a lack of electricity and food delivery are only the first wave of troubles facing the American people. Police could face major problems with civil unrest. Of course, there also would not be any electric heating or cooling, which easily could lead to many deaths depending on the season.

"Of particular concern are giant custom-built transformers that increase the voltage of electricity to levels suited for bulk transmission and then reduce voltage for distribution to customers," The Times said in a summary of the report. "... Replacing them can take many months."

A high level source inside the military has now confirmed to us that Dyess Air Force base is actively moving nuclear warheads to the East Coast of the United States in a secret transfer that has no paper trail.

According to the high level military source, who has a strong record of continually being proven correct in deep military activity, the Dyess Air Force Commander authorized unknown parties to transfer the nuclear warheads to an unknown location that has been reported to be South Carolina, where the warheads will then be picked up and potentially utilized.

"Dyess is beginning to move out nuclear war heads today. I got a tap from DERMO earlier. He said it was the first time they have been even acknowledged since being put there in the 80′s. No signature was required for transfer... There was no directive. He said that Dyess Commander was on site to give authority to release.

The fact that this transfer was not signed for and there were no papers is key. It shows how the military is now secretly operating with the transfer of nuclear weapons, and what's more, we know that DERMO (a military base in Florida) is a hotbed of special operations. Why is DERMO operating the nuclear warheads out of Dyess Air Force base with no paper trail? This shows that this is a highly secretive, black ops style move here that the military does not want on record.

Homeless Westerners on the Rise in Thailand

The number of homeless westerners living on the streets of Thailand is increasing with many choosing to stay in the country despite their situation, a Thai charity says.

The number of homeless westerners in Thailand grew in 2013, a Thai non-profit organization said, putting the current figure at around 200.

The Issarachon Foundation was founded in 1996 and specializes in improving the quality of life of homeless residents in Thailand including providing educational services and healthcare needs.

It reported earlier in September that many homeless westerners separated from their Thai wives and were kicked out of their own homes.

Since their property was bought in their Thai wives' names, they cannot legally fight to stay.

In other cases, homeless foreigners suffer from mental illnesses or from drug or alcohol abuse, said the foundation.

Shelter volunteers from Baan Mitmaithree of Pattaya, located in the popular beach town known for its sex industry, walked the streets on Tuesday looking for anyone needing assistance.

[Stephen Francis Quinn, 59-Year Old Citizen from the United Kingdom]:
"I need to go home for health, I know that. I need to go home for health. I like it here because I've got many friends who help me now. Many friends. I'm not sure what I want anymore."

Quinn has been living on the streets of Pattaya for over two years.

The fee for a foreigner overstaying their visa in Thailand is 16 dollars a day with a maximum penalty of 630 dollars.

Shelter volunteers say many cannot afford to pay.

The law states that shelters cannot assist homeless people living in Thailand illegally unless it is an emergency, under those conditions they can be housed for 15 days.

[Rungnapha Noirakthong, Volunteer, Baan Mitmaithree Shelter, Pattaya]:
"Most of the homeless foreigners overstay their visa, so they are here illegally. And since they're illegal and if we help them, that means we're breaking the law too. But for humanitarian reasons, we take care of them as needed."

Many of the homeless survive by begging or asking friends for money.

One North Carolina native, who has a brother living in New York City, says his wife threw him out of home and he has no plans to return.

[Sylvester Ancram, Homeless]:
"It's a lot less stress here, you know, and I'm more comfortable here than I am at home. I don't have to worry about gunshots and all those crazy stuff like this and I'm just comfortable here."

43-year old Theunis Jalte de Yong from the Netherlands, who also sleeps on the streets, has a similar story.

De Yong says he cannot go back to his native Holland because his Thai wife and children are in Thailand.

The Ministry of Tourism and Sports says over 22-million tourists visited Thailand in 2012, setting a new record.

Thailand has a continuous increase of western retirees settling permanently in the country because of its hot climate and low living costs.

The US Pension Protection Act of 2006 included a provision which changed the definition of Qualified Default Investments (QDI) for retirement plans from stable value investments, money market funds, and cash investments to investments which expose an individual to appropriate levels of stock and bond risk based on the years left to retirement. The Act required that Plan Sponsors move the assets of individuals who had never actively elected their investments and had their contributions in the default investment option. This meant that individuals who had defaulted into a cash fund with little fluctuation or growth would soon have their account balances moved to much more aggressive investments.

Starting in early 2008, most US employer-sponsored plans sent notices to their employees informing them that the plan default investment was changing from a cash/stable option to something new, such as a retirement date fund which had significant market exposure. Most participants ignored these notices until September and October, when the market crash was on every news station and media outlet. It was then that participants called their 401(k) and retirement plan providers and discovered losses in excess of 30% in some cases. Call centers for 401(k) providers experienced record call volume and wait times, as millions of inexperienced investors struggled to understand how their investments had been changed so fundamentally without their explicit consent, and reacted in a panic by liquidating everything with any stock or bond exposure, locking in huge losses in their accounts.

Due to the speculation and uncertainty in the market, discussion forums filled with questions about whether or not to liquidate assets[4] and financial gurus were swamped with questions about the right steps to take to protect what remained of their retirement accounts. During the third quarter of 2008, over $72 billion left mutual fund investments that invested in stocks or bonds and rushed into Stable Value investments in the month of October.[5] Against the advice of financial experts, and ignoring historical data illustrating that long-term balanced investing has produced positive returns in all types of markets,[6] investors with decades to retirement instead sold their holdings during one of the largest drops in stock market history.

During the week ending September 19, 2008, money market funds had begun to experience significant withdrawals of funds by investors. This created a significant risk because money market funds are integral to the ongoing financing of corporations of all types. Individual investors lend money to money market funds, which then provide the funds to corporations in exchange for corporate short-term securities called asset-backed commercial paper (ABCP). However, a potential bank run had begun on certain money market funds. If this situation had worsened, the ability of major corporations to secure needed short-term financing through ABCP issuance would have been significantly affected. To assist with liquidity throughout the system, the US Treasury and Federal Reserve Bank announced that banks could obtain funds via the Federal Reserve's Discount Window using ABCP as collateral.[1][7]

On November 25, 2008 the Fed announced it would buy $800 billion dollars of debt and mortgage backed securities, in a fund separate from the 700-billion dollar Troubled Asset Relief Program (TARP) that was originally passed by Congress.[14] According to the BBC,[15] the Fed would use the fund to buy the following: up to $100bn in debt from Fannie Mae and Freddie Mac up to $500bn in mortgage-backed securities

The fund would also be used to loan up to $200bn to the holders of securities backed by various types of consumer loans, such as credit cards and student loans, to help unfreeze the consumer debt market. According to a Des Moines Register editorial, it is not clear whether bodies that oversee the TARP will oversee Paulson's control of the Fed's $800 billion loan and bond actions.[16]

As of December 24, 2008, the Federal Reserve had used its independent authority to spend $1.2 trillion on purchasing various financial assets and making emergency loans to address the financial crisis, above and beyond the $700 billion authorized by Congress from the federal budget. This includes emergency loans to banks, credit card companies, and general businesses, temporary swaps of treasury bills for mortgage-backed securities, the sale of Bear Stearns, and the bailouts of American International Group (AIG), Fannie Mae and Freddie Mac, and Citigroup.

September 18, 2013 - (Fox News) - In what has to be one of the strangest and most unexpected interviews in cable news history, Fox News sent former Democratic congressman Dennis Kucinich to Syria this week to interview Bashar al-Assad about the potential peace deal that could avert military strikes by the United States in his country. During the first part of the hour-long interview, Assad admitted to Kucinich that his regime does possess chemical weapon stockpiles and affirmed his agreement to join the Chemical Weapons Convention and destroy those stockpiles.

Kucinich was joined by Fox senior foreign-affairs correspondent Greg Palkot, but as Bret Baier read in a statement introducing the interview, the former congressman "was not there in the capacity of a journalist nor was he representing Fox News in that role." Kucinich began by asking if Assad "agrees" with the plan to "secure and to eventually destroy the chemical weapons."

Assad confirmed that now that his government has agreed to join the CWC, they must also agree to get rid of the weapons that they have. He argued that his regime has always been in favor of a chemical weapons-free Middle East "because it is a very volatile region. It's always on the verge of an anarchy and war."

Kucinich did not push back on these assertions, but rather moved on to accusations from President Obama and Secretary of State John Kerry that Assad was "lying" in the past when he claimed not have chemical weapons. Assad now claimed that he never said Syria didn't have chemical weapons, but rather had refused to confirm one way or the other. "Regarding what Obama and Kerry said, I dare them to say that we said no once," he said. "We never said it. We never said no, we never said yes... This is a blatant lie."

Assad added that it's "not a secret anymore" since they joined the treaty and agreed to destroy the weapons. He also pushed back on the notion that the agreement is a "stalling tactic," but at the same time said President Obama should not "trust" him on his statement, but rather the "Syrian people should trust me."

Kucinich then asked Assad if he would be prepared to let Fox News cameras inspect his chemical weapons sites, a question that he essentially dodged by saying that something like that would have to go through various levels of permission and approval.

As for how fast the weapons could feasibly be destroyed, Assad warned of a long and complicated process. He also estimated it would cost $1 billion to accomplish, adding, "if the American administration is ready to pay those monies and to take the responsibility of bringing toxic material to the United States, why don't they do it?" That sounds like the kind of rhetorical suggestion that got Kerry in trouble just last week.
